For example; Prussia is looking through the window, and inside the room there's a light shining. If you want an effect of him being outside in the dark, you could make more shadows on his face and then some light where his face is nearest to the window, god I'm bad at explaining x,D... Like you could try to look at pictures with people in the dark near some light and see how the shadow falls on their face uwu...
